EU CPNP for Perfume: What an Overseas Brand Needs to Plan

CPNP is the EU notification portal for cosmetic products; it is not a factory certificate. Notification is generally handled by the EU Responsible Person before the product is placed on the market.

The workflow relies on finalized product and label information, so appoint the Responsible Person early. The broader compliance process may include the cosmetic product safety report, product information file, GMP evidence and required label particulars. A CPNP submission does not replace those obligations.

Ask the manufacturer for available formula, ingredient, fragrance and batch information in time for the safety assessor's review. Do not print artwork until the Responsible Person confirms the required name, address and market text.
